Fabio Rugge

First Counsellor, Permanent Representation of Italy to the EU

Fabio Rugge is a diplomat and First Counsellor at the Permanent Representation of Italy to the EU. He previously served as Deputy Permanent Representative to the North Atlantic Council (2021–2025). From 2012 to 2016, he worked at the Italian Prime Minister’s Office and previously held diplomatic postings at the Italian Delegation to NATO in Brussels and as Consul General of Italy in Mumbai. At the Ministry of Foreign Affairs and International Cooperation, he served in several roles, including in the Policy Planning Unit and as Head of the Office responsible for scholarships and the internationalisation of Italian universities. He holds a degree from the Catholic University of Milan, a Master’s in International Relations from ISPI and a Diploma in European Studies from the Université des Sciences Sociales de Toulouse. He is Adjunct Professor of Cyber Diplomacy at LUMSA University.
